The standards are applied by the International Maritime Organization (IMO), founded in 1948 and entered into force in 1958. In addition to the implementation of the STCW, IMO has established and/or oversees numerous international agreements on the seas, including the International Convention for the Prevention of Pollution from Ships (MARPOL), the International Convention for the Protection of Life at Sea (SOLAS), the International Mobile Satellite Organization (IMO) and the Convention on Combating Unlawful Acts (SUA) against Maritime Safety. In order to promote the safety of life and property at sea and the protection of the marine environment through the establishment of international standards for the training, certification and care of seafarers, the 1978 STCW Convention, a meeting of all IMO Member States, adopted a standard for training and certification to be adopted by all States in the future. This agreement was ratified in 1978 and entered into force in 1994. However, to the extent that such treaties, conventions or agreements are contrary to the provisions of the Convention, the parties shall review their obligations under such treaties, conventions and arrangements in order to ensure that there is no contradiction between those obligations and their obligations under the Convention. Any such proposed amendment and putting into circulation shall be submitted to the Maritime Safety Committee of the Organization for review; The STCW Convention entered into force after six years, in 1984, and has been amended twice since then, in 1995 and again in 2010, to include significant changes, as it turned out that STCW-78 did not set the bar higher for professional standards worldwide. The recent amendments – the STCW 2010 Manila amendments – cover all changes agreed since 1995 and also cover new technologies, inconsistencies, interpretations and obsolete provisions. The Secretary-General shall inform all Contracting Parties of all amendments which will enter into force and of the date of entry into force of each such amendment. .
